This masterplan proposal for Billingham’s town centre in Stockton-on-Tees supported the Councils LUF application and seeks to address recent changes in the occupancy and use of the existing town centre estate.

The town centre suffers from high levels of vacancy and underutilised building stock and is characterised by unoccupied units, unappealing street frontages and large areas of surface car parking typical of many district retail centres around the country. The decline of the town centre specifically to the west where once the Council occupied offices and there is a partially covered shopping precinct now lays largely vacant adding to the centre’s decreasing popularity and unsafe character.

Our proposals build on the successful elements of the centre such as the amenities along the high street, the Forum theatre, leisure complex and the library and replaces and remodels existing buildings and sites to the west with new uses and amenity to restore life back into the area. Engagement sessions with key stakeholders, owners of the site and the Council established a need for a mixed and vibrant town centre economy; new night-time food offer to support the leisure facilities; new commercial and education facilities and the potential for town centre living.

The removal of the precinct is central to our vision to help re-characterise the town centre with new low-rise development that will be more connected and integrated into the existing town centre. These new residential neighbourhoods will provide a range of different housing typologies and tenures. To improve movement and connectivity each new neighbourhood is linked to the main east-west high street though wide landscaped boulevards, whilst the existing connectivity to John Whitehead Park to the north of the site, is further improved.

Reconnecting the town centre to its surrounding context and improving the movement through and into the site was key to creating a more inviting environment and resolve the disconnected nature of the site. This formed a civic quarter along the edge of the development which fronts onto a public square. Diversifying interests on the site works to build to a stronger night-time economy, and increase footfall to the centre, creating a new identity for the town centre.

Our proposals seek to condense the high street to reduce the areas of vacancy whilst infilling and improving the existing character with complementary uses. A residential capacity study illustrated the potential scale and quantum of developments the site could accommodate.

The scheme sought to transform Billingham Town Centre into a vibrant district centre which acts as focal point for retail, leisure and community services. This project provides an aspirational framework for Stockton-on-Tees Council to protect an outdated and struggling town centre, and to be a catalyst for future detailed proposals to gain development partners to rejuvenate the town.
