The council have ambitious plans for the redevelopment, which include the creation of a civic area, commercial district, village green, BTR residential buildings and significant improvements to the high street and station gateway area. The proposals will transform the town centre to create an innovative, mixed-use environment in which the whole community can thrive. This will be the catalyst for further regeneration attracting more businesses into the centre and creating approximately 1,700 jobs.
The masterplan proposals are focussed on the creation of a new Village Green, with buildings all addressing the new public space as well as ensuring strong connections into the existing retail heart, public transport nodes and the surround residential communities. Phasing is to be determined for the delivery of the various buildings with a planning strategy currently being developed, leading to a planning submission in 2023.
The site is mostly used for surface car parking which will be moved into a MSCP, creating opportunities for new buildings around a new public space – the Village Green. The new public realm will connect into the existing retail high street and down to the train and bus stations.
The existing office buildings are outdated, costly to maintain and perform extremely poorly in relation to energy consumption and operational carbon. The new buildings will target the highest levels of environmental sustainability to vastly reduce the operational carbon, supporting Knowsley Council’s Climate Emergency Action Plan.
